As part of our ongoing commitment to maintaining a reliable and well-functioning sewer system, the District is implementing a multi-phase Lower Lateral Rehabilitation Program. This program focuses on proactive maintenance, inspection, and repair of sewer laterals to reduce blockages, prevent overflows, and extend the life of the system.
Ongoing Maintenance
All mainline sewers and accessible lower lateral sewers are cleaned annually as part of routine system maintenance.
Project Phases and Schedule
Phase 1A – Design and Initial Construction – Completed
The District is pleased to announce the successful completion of Phase 1A of the 2025 Lower Lateral Capital Improvement Program (CIP).
What was completed in Phase 1A:
- Installation of sewer cleanouts
- Work completed on nine sewer laterals identified during mainline CCTV inspections.
- Installing cleanouts provides direct access for maintenance, helping prevent sewer backups and spills while supporting long-term system reliability.
- Phase 1A was completed on schedule and within scope, meeting all design, regulatory, and performance requirements.
- Design of Phase 1A began in September 2025 and was completed in November 2025.
- Construction of Phase 1A started in December 2025 and was completed in January 2026.

With Phase 1A now complete, the District will continue advancing the Lower Lateral Rehabilitation Program with the next project phases, which build on the improvements already made. These upcoming phases will focus on inspecting sewer laterals using the newly installed cleanouts and completing targeted repairs where needed to further protect the sewer system and surrounding community.
The next phases include:
Phase 1B – Inspection of Lower Laterals
Lower laterals will be cleaned and inspected to evaluate potential structural issues.
This phase began in February 2026 and will be completed by May 2026.
Phase 1C – Repair of Major Defects
Laterals identified with major structural defects will be repaired.
Construction is scheduled from August 2026 through December 2026.
Phase 2A – CCTV Inspection of Laterals with Cleanouts
This phase includes CCTV inspection of 176 lateral locations with existing cleanout access.
Inspection and design will take place from May 2026 through August 2027.
Phase 2B – Repair of Major Defects
Laterals identified during Phase 2A with significant structural issues will be repaired.
Construction is planned from September 2027 to January 2028.
Phase 3 – Assessment of Laterals Without Cleanouts
This phase includes condition assessment of approximately 815 laterals without cleanouts.
Phase 3 is scheduled to begin during Fiscal Year 2028–2029.
