Project Summary

This project involves removal of severe root intrusion from sewer laterals to prevent any Sanitary Sewer Overflows in the District.

2021-22: District-Wide Capital Improvement Project [Completed]

Project Summary
In December of 2016, the Burbank Sanitary District applied for a Clean Water State Revolving Fund (CWSRF) loan.  In April 2021, State approved CWSRF to BSD to complete the District’s capital projects. The loan amount is approximately $5 Million. The work which began in October 2021 includes the reconnection, reconstruction, and reinstatement of active sanitary sewer service laterals.  The work was completed in March 2022. Work also included the reconnection of active sanitary sewer service laterals, reconstruction of active sanitary sewer service laterals and reinstatement of active sanitary sewer service laterals. The work in general consisted of the cured -in place pipe rehabilitation of approximately 43-line segments of 6-inch and 8-inch sewer mains for a total length of 18,010 linear feet and spot repairs at 41 locations with open-cut trenching with an approximate length of 340 linear feet. Construction work began in October 2021 and was completed in March 2022.

The Audit Report’s conclusions are 1) “Given these limitations, during our audit we did not identify any deficiencies in internal control that we consider to be material weaknesses.” 2) “The results of our tests disclosed no instances of noncompliance or other matters that are required to be reported under Government Auditing Standards.” which are found on Compliance Section Page 18 & 19.

Introduction
The Burbank Sanitary District (BSD) consists of two noncontiguous unincorporated areas of Santa Clara County which are surrounded by the City of San Jose. BSD is located north of I-280 and east of I-880 and serves properties in an area mainly from Forest Avenue south to Moorpark Avenue and from Bascom Avenue east to Richmond Avenue

Burbank Sanitary District
Established in 1940, the Burbank Sanitary District is responsible for wastewater collection and conveyance and solid waste (garbage and recycling) services in the unincorporated Burbank area. The District serves approximately onethousand properties in the area mainly from Forest Avenue south to Parkmoor Avenue and from Bascom Avenue east to Richmond Avenue. Our mission is to protect public health, support the environment, be cost-effective and transparent, and engage the public as we provide wastewater and solid waste collection services.

Overview
Mark Thomas and Company, Inc. as the District Manager‐Engineer, has completed the Condition Assessment for the Burbank Sanitary District. This report consist a condition assessment of Burbank Sanitary District Sewer System and an implementation schedule based on field observations, data developed and collected from close circuit television (CCTV Contractors) ABLE Underground construction and Presidio System Inc. ABLE Underground Contractor and Presidio System Inc. were retained by Burbank Sanitary District (BSD) to perform a CCTV of approximately twenty nine thousand eight hundred and eighty one (29,881) lineal feet of sanitary sewer mains, thirteen (13) flush inlet and sixty (60) manholes that are part of the trunk sewer which serves the Burbank Sanitary District. ABLE Underground Construction and Presidio System were tasked to review CCTV video tapes of the sanitary sewer mainline at each block of the street. The sanitary sewer mainlines as shown in Figure 1‐1
