Why AB 1637 Does Not Apply to the Burbank Sanitary District

AB 1637 requires cities, counties, and cities and counties in California to transition their public websites and employee email addresses to “.gov” or “.ca.gov” domains by January 1, 2029. The law defines a “local agency” for purposes of these requirements as a city, county, or city and county, and does not include special districts. Because the Burbank Sanitary District is an independent special district rather than a city or county, it is not subject to AB 1637’s domain name requirements. While the District may voluntarily adopt a “.gov” or “.ca.gov” domain, it is not legally required to do so under AB 1637.
